Constitutional and Administrative Law

With recognized expertise in Constitutional and Administrative Law and a deep understanding of the legal framework governing the relationship between private parties and the Public Administration, our team is well-positioned to assist clients in strategic matters, as well as in the preparation of legal opinions, technical notes, and memoranda on a wide range of topics in these fields.

Economic and Social Regulation

We advise and represent clients across a wide range of regulated sectors, including transportation, ports, airports, telecommunications, oil, natural gas and biofuels, energy, sanitation, health surveillance, broadcasting, new technologies, data protection, supplementary health, insurance, and capitalization.

We represent clients in administrative enforcement proceedings and other matters before public authorities and bodies, including federal regulatory agencies (ANPD, ANTT, ANTAQ, ANVISA, ANAC, ANS, ANATEL, ANP, ANEEL, ANCINE, ANA, ANM), as well as state, district, and municipal authorities, ministries, the Secretariat of Civil Aviation (SAC), the Superintendence of Private Insurance (SUSEP), port authorities, and state and municipal departments, including health authorities.

We also represent clients in judicial disputes involving strategic regulatory matters with broader systemic impact, such as repetitive appeals before higher courts, concentrated constitutional review proceedings, and class actions.

Infrastructure, Concessions, and PPPs

We provide legal advice on the structuring and modeling of public-private partnerships, monitoring of bidding procedures, and the execution, performance, and termination of administrative partnership agreements, including concessions and PPPs.

We assist clients in negotiating amendments and in resolving disputes arising from the performance and termination of infrastructure partnership agreements. Our work covers a wide range of matters, including early extensions, contract rebalancing arrangements, agreements to replace sanctions, and scenarios involving the transfer of concessions or control of concessionaires.

Public Tenders and Administrative Contracts
